Patty Ellis works with Franklin County Humane Society (FCHS) as a foster for dogs. FCHS does not have a permanent building and relies on foster homes to hold the animals pulled from animal shelters and from owner surrenders or stray animals. She picked up two dogs at a veterinarian's office to take to different FCHS fosters to take them to different rescue programs around the country.

Franklin County has a large pet overpopulation issue because there are many low-income families that cannot afford to spay and neuter their animals. A cat and her kittens can produce 420,000 cats in 7 years if left unspayed, and a dog and her puppies can produce 67,000 dogs in six years. Franklin County offers lower cost spay and neuter surgeries for low-income families to combat the fate of most animals left in animal shelters. Each year almost 4 millions animals are euthanized because there is not enough space for them.
